ACCESSIBILITY AUDIT REPORT OF SEXUAL AND GENDER-BASEDVIOLENCE RESPONSE ANDREFERRAL CENTERS IN LAGOS AND ABUJA

This accessibility audit report highlights a critical gap in Nigeria’s gender-based violence (GBV) response system: services intended to protect and support survivors are still largely inaccessible to women and girls with disabilities. Led by JONAPWD with support from the Canada Fund for Local Initiatives, the project strategically combined audits, stakeholder engagement, advocacy, and public awareness to address systemic barriers such as poor infrastructure, limited communication tools, stigma, and weak coordination across service providers.

Findings from 13 facilities in Abuja and Lagos reveal a pattern of partial compliance but widespread exclusion. While some centers are physically reachable, most lack essential features like accessible entrances, compliant ramps, elevators, inclusive toilets, assistive communication systems, and disability-inclusive emergency plans. These gaps significantly limit safe, independent, and dignified access to justice and care. At the same time, the project uncovered a growing institutional willingness to improve, creating a strong entry point for reforms and long-term systems change.

The report goes beyond diagnosis by offering practical, scalable recommendations, from structural upgrades and inclusive communication systems to staff training and policy alignment, aimed at building a truly inclusive, survivor-centered GBV response ecosystem. This is not just an audit; it is a roadmap for action and accountability.
